Compare system profile values between DEV and Prod

Is there an SQL query or any other way to compare system profile values set for two EBS instances?  We have EBS 12.2.4 in our Production environment and are going to upgrade to 12.2.9.  We already upgraded our Dev environment but during our testing we noticed that there are a few things acting a little different.  We suspect that it might just be some system profile settings went back to the default but we are not sure which ones.

This is why we would like to compare the profile settings from our DEV 12.2.9 system and our current Production 12.2.4 system and see the differences.
