Recalculate tuition charges when payment is applied

Hi,

We have a situation because we need to recalculate tuition fees of a group of a students who have pay some of these charges but not all. A Tuition charge have to be recalculated only when it hasn't have any applied payments.

Is there an option to avoid reversing tuition charges with payment applied when tuition is recalculated?
