W-2 Availability Notification not working

We were not able to get the W-2 Availability Notification to work. When the 'Availability Notification' button is clicked, the process PYYE_W2NOTFY runs to success but no emails are sent. Everything else works, we were able to generate all the W2 pdf forms, employees can view them in ESS and the W2 consent emails work fine. When I view the trc file on the process I see this message:  PCodeWTL(1/3): FalseSENDNOTE

We are on 8.56.03 PUM 24. Any ideas on what could be missing or what I can check?
