Loading external historical appraisal files

We are implementing ePerformance.  We are looking to load the previous vendor's appraisal documents for our employees as attachments into a dummy ePerformance evaluation.  We have successfully loaded them into the database and have associated them to the document id's in ePerformance, but when the employee go to view them through the PIA self-service, they get a message of Maintain Documents (Hidden) in the header, and they are unable to view the attachments.  The manager is able to view them though.  We are scouring the tables to determine if we missed a flag or field when loading from the backend.
