Error in Oracle Database Backup Cloud Service

When installing Oracle Database Cloud Backup Module for OCI Classic on an Oracle Linux 4.1.12 server, I get the error "java.io.IOException: testConnection: 401 Unauthorized." "at oracle.backup.opc.install.OpcConfig.testConnection (OpcConfig.java:252)"

Is this error due to some configuration that I must do for the user on the dashboard?
