ACA File Transmission to the IRS

Is anyone else having issues upload to the IRS website?  We have 2 files with 10,000 records and one with less than 4000  The smaller was uploaded ok but we are getting an error with the first 2.

We talked to the IRS and they said that the first file was still processing from each time we tried to upload it.  the second file got an error heading-004 - the transmitter must be authorized to use the TCC within the 'unique transmissionid'

just wondering if someone else was having issues uploading
