Clarification on RU and RUR

If an issue is found in RU 19.4.0, will it’s fix be included in 19.4.2 as a ‘regression fix’?

Another related but different question: if a fix is added to 19.4.2 Jan 2020 RUR, will it be also added to 19.5.1 which is also a Jan 2020 RUR? And 19.6.0 which is Jan 2020 RU?
