Allowing user to pick and pack even if there is a credit hold applied at the time of ordering

We have a requirement where we want to be able to pick and pack the order even though there is a credit check hold applied at the point of booking the order.

I tried moving the credit check rule in the order transaction type from ordering to 'Shipping' , but the problem is it will be to late to apply the hold if the customer sends the forwarder for collection and the order goes on hold at the point of shipping. Currently the order goes on hold at the point of booking and the customer has 10 days to pay the outstanding amount after which the hold is released. But till the customer does the payment of the outstanding amount the user want to be able to pack the order while it
