How Does the checkbox "Apply to Order and Line" work when defining a hold.

We have and Order administrative hold with the workflow defined as OM Order Line and workflow activity define as Line Scheduling. We check the box to apply to both order and line.  We then create a source hold using this hold with the criteria of item.  We have an order with the specified item and the line goes on hold, but the rest of the order progresses without that line.  This is not what we want to happen, we want the entire order to hold if the line is on hold.  Is that possible with our setup?  thanks randee
