Non-Rule Package Migration Questions

I have two questions with regard to non-rule package migration:
1) we imported both records and elements to the target environment, why the "Compare Non-Rule Package" Elements page, the "Compare" button is greyed out?
2) If we don't want to upgrade the package, is there a way to remove from the target environment, like the PIN Package "gp_cleanup"?
