Attention: To align with new corporate security policies, and to match policies adopted by other communities within Oracle, the My Oracle Support Community access requirements will change beginning September 18, 2025. Is It Possible To Disallow Over-Issues and under-Issues Of Material In P31113 ?

I want to prevent the end user to Over-Issue or under-issue the material is there any way and thanks in advance .
