how to upgrade 19.3.0.0 to 19.4.0.0 in Microsoft Windows 2016 platform?

I just downloaded 19.3.0.0 personal edition from edelivery.oracle.com and successfully installed it. But, my application software (Oracle Primavera P6 Professional Release 19.12) requires 19.4.0.0. There is no 19.4.0.0 available on the edelivery site.

I could not find an answer by searching the knowledge base of My Oracle Support and hope there are some instructions available for the 19.4.0.0 release on Microsoft Windows 64-bit platform.
