Siebel Application Users slowness

We are observing a behavior in our Siebel 18.10 Open UI application in which some users face issue while processing/assigning SR or order search and for issue troubleshooting when log level for respective user on eComm_OM component is increased and user is asked to perform same action again then slowness is not observed but when same user log level is reverted then user face same slowness issue again.

Can someone please explain this behavior and what could be cause of this?
