Draft records appearing in BP Logs

Hi all,

We've got our Unifier environment upgraded from 17.9 to 19.11 a couple of months ago. I've been noticing that in 19.11, BP Logs are showing records that we know are still in draft by the creator. I didn't configure anything in the permission when migrating to the new version. Is this an intentional change and thus expected?

This is something I never see in the past versions. Why should it be brought now?
