Upgrade to 19c and ASM with E-Business 12.2.5

We are running E-Business 12.2.5 on Solaris SPARC 64-bit with and 11.2.0.4 database on the same OS. We are going to upgrade the database to 19c, but also really need to move to ASM very soon as well. I am seeking some input on which would be the best order to do these in.

My initial thought is to upgrade to 19c first, due to the end of support time frame, However, I would also like to take the approach that might be the simplest, fastest method so if doing ASM first would help us more than after, please let me know.  Management will not support and EBS upgrade at this time, we've tried.
