Is OEM 13c able to manage 11g database targets

I'm currently on OEM 12cR3 and want to upgrade to the current 13.4 release.  We have a lot of older RAC databases, however, that are on 11.2.0.4.

Is 13c able to manage these databases?  I can't seem to find this information in the docs.  Thanks!
