Oracle Service Request & Single Sign-On

I've reviewed the (1) Oracle Create Service Request API, and (2) Oracle Single Sign-On documentation. I'm looking for a way to allow our technical team members to create and submit SR's remotely via API so we can automate some of this in our project management solution and elsewhere. Do you have any documentation covering how to achieve this using a simple API call (using JavaScript) or using a Rest API (using PHP and JavaScript)? Once that's in place, I'd like to pair it with Oracle's Single Sign-On capabilities to link the SR author on my end to their Oracle account
