Why is online PDF tax withholding forms allowing 'Exempt' forms to be updated?

In testing Updateable PDF tax forms, 'EXEMPT' Form W-4 may be updated online.  Presentation and literature indicates NRA, Lock-In Letters, and "Exempt' status may not be updated online.  Has the functionality changed to allow 'Exempt' forms to be updated online?
