BPs with multiple links and dynamic data

I need your knowledge to make a choice on Unifier conception.

I have a client who need to manage risks and must add an action plan to each risk. An action can be common to several risks. They need to have an action register in order to manage them easily and they need to modify an action from any risk or from the action register. Of course, when I modify an action from the action register or from a risk, the modification must be done everywhere the action appears. Also, they need to see easily which risks are linked to an action.
