Does Close Line row exit from P31113 (WO Inventory Issues) decommit committed inventory for the item

Does Close Line row exit from P31113 (WO Inventory Issues) decommit committed inventory for the item on the line? If it does not, please explain how this row exit works.

I have tried this row exit - line gets closed but it is not decommitting inventory - not sure whether this is a bug or working as designed. This is on EOne 9.1.
