Is there a permanent cell locking feature in RPAS version 14?

Business wants for a permanent cell locking feature in MFP to control how the data spreads for certain measures.

Instead of using the cell locking in the fusion client, is there a way to configure or mimic this functionality by just configuring the rules and control the spreading?

Initial value:

Change the month to 2000

Since the cell is locked, the value did only spread to the unlocked cells.
