Tracking Supplier activities in EBS R12.2

We have a requirement in our EBS R12.2.7 Prod instance to add the ability to track which attachments are being downloaded by each of the suppliers. I have been looking in the available options in the EBS took kit and have not made any headway yet. Please advice.
