Invalid objects after creating a new database using dbca.bat

After creating a new 12.2.0.1 database using dbca.bat (single database instance, not a CDB) we end up with 17 invalid objects in the SYS schema (see list at the bottom of post). Running utlrp.sql does not compile the objects, however, manually compiling the objects one by one using Oracle Enterprise Manager 13c or SQL Developer 4 does work, but it's a bit of a hassle to do that for every database.

It's been a few months since we last created a new database, the only thing I can think of that changed is the January PSU (we are running on 64-bit Windows). I found this document that describes a similar problem (
