Time and Labor delegation when Manager is on LOA

We are having issues with Time and Labor Delegation.  When a Manager is on Leave of Absence, delegation does not seem to work.  The employees seem to flow up to the LOA's Manager for approval.  The only way around this is to not put the Manager on LOA on job.  Does anyone have a better work around than this?  Has anyone seen a request to Oracle for this to be changed?

I believe in PUM 33 the reports to vacant position is fixed.  We will be pulling that in for sure!!
