Prepare error - eligible more than one program

Hello,

I need help troubleshooting an error. I am trying to build a new Benefits Program and getting a prepare error: During Program Assignment, it was determined that this employee is eligible for more than one program.  The Eligibility Rules Tables need to be modified to make Program eligiblity unique.  One error message will be generated for each eligible program.  (MSGData1: Benefit-Program)

However, in the eligibility rules table standard hours are defined on existing as 30+ and new as 0-20 max.
