When does the bill plan status changes to In Progress

Hi,

We are on PeopleSoft 9.2 . When we set up contracts and prepaid, we associate bill plans with them. After running the Contracts/Billing processes and finalizing the bill, the plan status is changed to Complete for the Prepaids. However, the As Incurred Bill plan status is still marked as Ready. When does this status change to "In progress". What kind of costs/processes will trigger this status change ?
