How to Enable Machine Learning / Advanced Analytics Option on SE2 Database

According to the documenation, the Machine Learning (previously Advanced Analytics / Data Mining) option is now available free on all database offerings.

I have just installed an On-Premise 19.5 Standard Edition 2 Database, and the Machine Learning option is not enabled:

 

When I run ./chopt enable oaa, I can see the binary flag being set - but querying v$option indicates that the option is not enabled, and I get an error when I try to use the functionality:

Is this a bug or am I missing something?

The documentation suggests that Machine Learning is enabled by default in Enterprise Edition - but how can I enable it for SE2 ??
