Delete last diversion header

We have an issue where by our Blind transfers from an attendant console (consult are ok)  are being rejected by the  ITSP is sending us a SIP/2.0 606 Not acceptable 

the SIP ITSP have said it is due to the fact we have two diversion headers that they are rejecting the call with 606.

They also do not support history-info

call flow Caller ITSP>>>>>>SBC 3900>>>CUCM>>>>PHONE ATTENDANT Console Blind Transfer>>>>>SBC 3900>>>>PSTN

we would like to use Sip Message Manipulation to remove one of the headers but only for the specific extension that is making the transfer.

These are the two diversion headers first one is the phone making the transfer, the second is the external number they are transfering to.
