What are my options for tracking maintenance work on non-assets?

We are in the process of implementing Oracle eAM.  We understand how work orders are against an Asset, how we can close it and track the resources used against that work order.  From a maintenance department perspective, it would be great if we could track all the work orders that were accomplished in a given day whether against an asset or not. The maintenance department works on more things than just assets, they also work on toilets, roofs, electric outlet issues, etc, etc.  I was wondering if anyone has come up with a good creative way to allow the maintenance
