Does anyone utilize HR Notifications for just Job data changes?

We currently have queries that we run daily to provide us with a list of various job data changes per day.  Is their any functionality that will allow us to set up notifications whenever there is only a new transfer or new hire?  The notification would be an instant email and a notification. 

Has anyone configured any functionality like that?
