Template - Update Shells does not include "View Only" projects

We use the Unifier status field with the default values of Active, Inactive, On Hold and View Only. 

When we update shells using the template and pushing users the list of projects available to update only shows Active projects. 

I can understand not being able to update Inactive or On Hold projects.   However we'd like to be able to push users to View Only projects, which we essentially use to make a project Read Only. 

Question:  Is there a way to modify the template and/or Update Shells to display "View Only" projects to be able to push users to these projects?
