For internal order item substitution issue, what module needed?

Dear,

We are in R12.1.3, and want to use internal order item substitution issue. We have used INV/PO/OM/GL/AP/AR/Cost module. According to note 1906521.1, we should upgrade to R12.2.4 or above.

My question is, after upgrade to R12.2.4, do we still need other module to use this function? Such as GOP or APS? Thank you.
