Fluid Dependent Beneficiary - Why is the Add Individual button available always?

We are testing out PUM32 in terms of Fluid Dependent Beneficiary.  We noticed the Add Individual button is available outside of the Life Events activity guide.

Was this done on purpose?  The Effective Dates are going to be incorrect if an employee sees this and adds the new dependent outside of the event.  When they access the event (which is normally in the past), the newly added person will not show up because they aren't effective yet.

Any info on this would be helpful.
