Update Payment Status on Progress Payment

Is anybody aware of a way to update the payment status field on a progress payment without using speed status change?  We have processing options set to automatically hold progress payments on a contract that does not have all logs completed, however only users with access to speed status change are able to update the payment status field.  Is there another screen or application where the payment status can be updated to remove the hold other than speed status change?
