observer and agents from cloud control can they be used without control control

Because of cost and because 8 of our 12 databases converted over to MS sql server, my company shutdown and removed our Cloud Control app and database.

So my question is that because 4 database still exist, and we still have a primary and standby database, can we use the observers and agents?
