P08121 - ACA 1094-Cs list duplicate Air IDs

After running R08121A to build the 1094-C transmittal workfile, application P08121 - Work with Form 1094-C list 2 Air IDs.  Air ID "2019 aca" has data and Air ID "2019 ACA" does not contain data.  I am not sure how the 2019 aca was created.

I would prefer to remove both 1094-Cs and rebuild but unsure if deleting both 1094Cs would unlink some other connections.  Data has not been transmitted.

What is the best approach to correct the issue?
