Shared Leave Pool

Is anyone administering a shared leave pool without using Absence Management?

We have Ben Admin & Payroll and currently have a shared pool that is set up as a benefit plan but we are looking for better options.  Employees contribute a set number of hours per year to participate.  We are looking for a way to track the pool balance rather than individual employee balance.
