Closed OSP purchase order still being revised

Have a situation that is not easily reproducible. On my second SR and stuck in mud. The issue is that we have an OSP order which is closed at every level...Header, Line, Shipment & Distribution...however the associated wip order is still released. Most likely cause is that the original order was for 100 and we end up getting back say 99. Due to close tolerances the PO closes up but the wip order is out there getting rescheduled because of ascp and now the PO gets a new revision for there is a new need by date. Anyone have any thoughts?
