Ben Admin is not calculating the correct FSA deduction amount for Rehires in the same year

The Problem - Staff who are newly eligible for benefits and who already had a previous YTD (year to date) FSA balance in the same calendar year then Ben admin fails and there is no message for the employees in ESS so they think it’s processed successfully whereas on the Ben admin side it’s finalizes but with error. 

Test Scenario A if new election is less than YTD, BenAdmin fails and there is no message for the employee in the ESS however there is a pop message in On demand – looks to be a bug in ESS – there should be same pop up message in ESS.
