What is the procedure for copying Production Planning to Test Planning

Hello:  We had always been told by our consultant that Oracle would need to be contacted to do a refresh from Production to the Test environment, but our IT Admin says when she contacted Oracle, they said we would do that ourselves.  Can someone point us to the documentation on how this is accomplished.  We have made many changes throughout the the Planning module in Production that will not be in Test and will not want to have re-create in Test.  Tks!
