P4105 Cost Update not generating JE's

In 9.1, we have an Inventory  item that is carried at zero cost (it's used for rentals) for Sales/Inventory Type 07. It was updated to have a cost using P4105 by a user (at least that's what the Audit fields shows) which has caused issues in SO Processing.

On the same day, there was an inventory adjustment made (after the cost was changed it appears) for a specific location. When the Cost was  changed back to zero, IB JE's were generated since this item has On Hand balances at several hundred locations.

Subsequently, we have reversed the Inventory Adjustment for that specific location so it is now zero again.
