Creating OM Defaulting Rule for Intermediate Ship-to

We are on Oracle 12.2.5.  I need to create a Defaulting Rule at line level so that the Shipping Method for certain warehouse and Customer defaults into the Intermediate Ship-to for Cross Doc shipments so the intermediary dock knows which truck to put the orders on.  The seeded Defaulting Rules Flexfield for Intermediate Ship To has a value set of OM: Ship To Org.  Could I create a custom DRF Code for Intermediate Ship-to and then create a Value Set for the specific Ship Methods and then attach that value set to the Segment, or would I have to use
