How to restrict access to item whose revisions are effective between effective date and obsolete dat

Every item revision(Say Item P1 at Rev is effective from the effective date(say D1) which is put of affected item of the change(say C1 which changes P1 from Rev A to Rev and becomes obsolete on the obsolete date put on subsequent change(say C2 which changes P1 from Rev B to Rev C) which changes the revision of that item to next revision(item P1 Rev C).. When you open P1 there is a message on the top of title block that P1 (Rev B change C1) is Effective from D1 to D2..  and when you change Rev drop down to Rev C change C2, is effective from D3 to ...
