Upgrade from 12.1 to 18.1 , OEM emrep database

Hi everyone

I am 12.1 EE Database in Oracle linux 7 that it is used as emrep for OEM 13.3 , as you all of you aware 12.1 patch is no more available thus I am planning to migrate to 18.1 since there is a DB template for this after 12.1 only , I have the below queries if you can help.

1- I don't found 18.1 only 18.3 is available in download, is both are same ?

2- If I upgrade from 12.1 to 18.3 , how can I use the new template of OEM to make it in my new DB since my old DB will have 12.1 DB template and I need new DB template for OEM 13.3 in DB 18.1 ?
