utl_file_dir required to maintain in EBS R12.2.8 with database 11.2.0.4 until we upgrade to database

We have seen from MOS notes that utl_file_dir parameter is becoming obsolete in EBS with database 19c, but is it still required to keep with EBS 12.2.8 and 11.2.0.4 database?

We see there are EBS R12.2 installed settings there for APPLTMP and $ORACLE_HOME/appsutil/outbound/SID_ora-siddb for temp and debug files as well as /usr/tmp & /u01/oracle/sidtmp.

Do we need to worry about this until we upgrade our database for EBS to 19c?

Is the UTL_FILE_DIR required as long as we are on EBS 12.2.8 on 11.2.0.4?
