Why can't a Recruiter Administrator use group action to change the job opening status?

Recruiter Administrators can select individual job openings and change the job opening status, but they cannot select multiple job openings and use the group action to change the status.  They see the error "You do not have access to perform the selected action on on the following Job Opening(s)".  It looks like only Recruiters and the Hiring Manager have access to group actions for their own job openings.

Is there a way to give Recruiter Administrators access to all job openings so that they can use group actions. Any setup or suggestions for how we can do this?
