PeopleSoft e-benefits Life Events cannot enter Benefits Enrollment

I am trying to setup life events.

I set the Marriage Life Event Rules to:

Allow Event Creation - checked

Source of Action = Manual Event

BAS Activity = FSC

When I log in as an employee and initiate the Marriage life event and get to the part where I want to enroll in Benefits I get the message 'Your benefit options for this event have not yet been prepared'

I thought the whole point of Life Events was for the employee to create the event and to update their benefit enrollment? Does anyone know what I am missing?
