PLS-00201 errors after apex upgrade to 19.2

We have recently upgraded Apex & ORDS to version 19.2 from 18.2. We didn't encounter any issues during the upgrade. However, one of the applications is failing with the below error:

Is there a change in the way sequence is defined in 19.2 ?
The development team is asking to revert back to 18.2, if this error doesn't get fixed.
Has someone encountered this issue after upgrade?
