Compression during document checkin

Hello Experts,

We are having the below requirements, Kindly suggest the best approach to fulfill it.

Currently at WCC end we are having filesize check so that maxfilesize is 512kb to upload in wcc due to heavy load.

we are integrating with mobile using wcc soap services throw fmw and for some high resolution camera phone image size is 64MB and mobile team is compressing it up to 80% even though file size is around 1 MB, if they are compressing it more than that image will be blurred and nothing is visible. now Mobile Technical team want the compression at wcc end also so that during check filesize can be reduced and it will take less space in wcc system as well.
