FNDLOAD afscursp.lct not end dating user responsibility

Hello,

I have two EBS instances.  In Instance 1, user, ABOOK has Payables Manager end dated.  In instance 2, user ABOOK has Payables Manager active/no end date.    I did an FNDLOAD DOWNLOAD from instance 1, and ran FNDLOAD UPLOAD with the ldt file in instance 2.  Afterwards, the responsibility still had Payables Manager active/no end date.

Is this a flaw in FNDLOAD?  Is there a solution for this?
